As sy described at below, my unit doing the same, 2-3V voltage goes out, but the relay only change it's state, the output voltage doesn't appear on the output side.

There is no output voltage from this unit.
Everything is fine, except there is 0 volts and 0 amps output, so it only pretends to switch something on, doesn't really switch anything on at all.
Useless.
